Statewide Certification Programs
NGEM allows contractors and suppliers to register in one central location to receive requests for bids or proposals from all participating entities, free of charge. We expect additional entities to join NGEM in the future, further increasing the value to suppliers. In addition to centralized registration, NGEM allows for online publishing of solicitations by the participating entities, and online submission of bids or proposals by offerors. This is a first in Nevada public contracting, and we believe our suppliers and contractors will be as pleased as we are with the time and materials savings, increased efficiency, electronic record keeping and more.

Nevada Unified Certification Program (NUCP)
The Nevada Unified Certification Program’s (NUCP) Civil Rights and Contract Compliance Office administers the Disadvantaged Business Enterprise (DBE) certification program. This program promotes economic opportunities for minority, women, and small businesses. This web-based software system is accessible to all DOT departments, certified firms, contractors and the public; and includes the following key features:
- Enhanced online DBE Directory, with key-word search capabilities
- Communication with contractors via email, regarding compliance issues
- Submission of contractors’ monthly utilization reports online, and automated tracking of DBE goals
- DBE subcontractor verification of payments
- Tracking of DBE certification applications from submission to completion

Disadvantaged Business Enterprise Program
The Clark County Department of Aviation has established a Disadvantaged Business Enterprise (DBE) Program and an Airport Concession Disadvantaged Business Enterprise (ACDBE) Program pursuant to the U.S. Department of Transportation’s Code of Federal Regulations, Title 49, Part 23 and Part 26. The programs are designed to promote equal contracting opportunities in construction, professional services, and airport concessions. Firms must be certified as a DBE or ACDBE to participate in these programs. Applicable goals are explained at pre-bid, pre-construction, and pre-proposal conferences. As a recipient of funding from the U.S. Department of Transportation, policy directs that certified DBEs and ACDBEs shall have the maximum opportunity to participate in the performance of contracts assigned in whole or in part by funds granted by the U.S. DOT.

This COUNCIL, was created by ordinance on August 4, 1987, and has had several amendments since it’s creation. It’s mission is to assist the County to increase the number of minority, women, and small businesses doing business with the County.
Nevada Commission on Minority Affairs
The mission of the Commission on Minority Affairs is to advocate for and to provide a voice to minorities residing in the State of Nevada in matters relating to areas including, but not limited to: education, housing, employment, civil rights, health, political empowerment and economic development.

Regional Business Development Advisory Council (RBDAC)
RBDAC reports to the Nevada State legislature. Their mission is to increase the participation of small, minority, woman, veteran, disadvantaged businesses within Clark County. It does so by seeking to impact policy and legislation.
Western Regional Minority Supplier Development Council (WRMSDC)
WRMSDC supports the growth and welfare of minority communities by championing the use of minority-owned businesses in Northern California, Nevada, and Hawai‘i. We advance business opportunities for certified minority business enterprises and connect them to Corporate Members. Our parent organization, the National Minority Supplier Development Council, helps over 12,000 minority businesses connect with major Fortune 500 corporations and their buyers every year.
