The Montana Department of Transportation’s (MDT) Office of Civil Rights established the Small Business Enterprise (SBE) Program and the Disadvantaged Business Enterprise (DBE) Program to emphasize small businesses’ opportunity to partake in transportation contracts. Statewide Certification Programs
The MDT Disadvantaged Business Enterprise Program
The DBE Program supports the transportation contract process for companies owned by disadvantaged individuals.
In-state businesses can apply by submitting the application and notarized form, along with completing additional documentation that the application requests. Out-of-state businesses can apply by submitting all information from your originating state’s DBE file as well as this form.
The DBE Supportive Services Program aids and informs companies already certified as DBE, specifically in the highway industry, by offering several services such as learning and applying new business skills.
The MDT Small Business Enterprise Program
The SBE Program was created to promote equal opportunities for small businesses to partake in transportation contracts and other MDT activities. The program works to accommodate these businesses by removing challenges that may restrict them from taking part in MDT contracts.
In-state businesses can apply by submitting the application and notarized form, along with completing additional documentation that the application requests.
Out-of-state businesses can apply by submitting the application, additional documentation requested in the application, and proof of your originating state’s onsite review.
The SBE Supportive Services Program aids and informs companies already certified as SBE, specifically in the highway industry, by offering several services such as learning and applying new business skills.

Women’s Business Enterprise Council-Pacific
As an affiliate of the Women’s Business Enterprise National Council (WBENC), the Women’s Business Enterprise Council-Pacific (WBEC-Pacific) certifies woman-owned businesses in Alaska, Northern California, Idaho, Montana, Oregon, and Washington. The WBENC Certification is the most prominent woman-owned business certification in the United States. WBEC-Pacific offers access to numerous resources and creates opportunities for all certified members. Women can form connections and seek out corporations interested in doing business. To obtain a WBENC Certification, you must undergo a very detailed process. Businesses that are at least 51% owned and operated by a woman who is a U.S. citizen may qualify.

Northwest Mountain Minority Supplier Development Council
The Northwest Mountain MSDC is a nonprofit organization affiliated with the National Minority Supplier Development Council (NMSDC). This organization offers Minority Business Enterprise (MBE) certifications to businesses that are at least 51% owned and operated by one or more ethnic minorities in the Pacific Northwest Mountain region. In addition to certifying, the Northwest Mountain MSDC helps educate MBEs and connect them to large businesses.
